By-Laws

  1. Regular season games will begin at 7:00/7:30 PM (depending on daylight saving time) at which time the first three games are expected to start. The second round of games will begin at 8:30/9:00 PM, or immediately after completion of the first set of games. The number of games to be played nightly can vary depending on number of teams entered in the league. Teams not present and ready to play at game time will forfeit two games and if the team is still not present fifteen minutes later, the game will be awarded to the team present and ready to play. In the event of severe weather, or any major problem exists an Executive Officer should be contacted. Team captains will be notified of postponement or cancellation.
  2. Teams' rosters along with their membership fees must be submitted no later than three weeks before the season begins. Team rosters must have a minimum of six (6) and not more than ten (10) players. Players whose rosters do not have the maximum players may add persons to their rosters up to midway/halftime of the season. Players that have played on a team during the current season are not allowed to be transferred to another team until the beginning of a new season. A copy of each team’s roster will be issued to each team stipulating members' status. Exception to this rule will be illness or death. Any team found in breach of this rule will be issued a fine of not more than fifty dollars ($50.00). This is different where new players are added after the deadline expires. Decisions can vary after consultation with the Executive Body.
  3. Clothing should be worn in the public image to generate a favourable impression (decent and in order).
  4. All players must be uniformed in order to play. If for any reason the player wishes to play out of uniform, a fine of five dollars ($5.00) will be payable before the player can sit down to play.
  5. Depending on the number of teams in the league, a minimum of six games will be played nightly, three games at a time. Referees/officials for each night will come from each team that plays on that night. Failure of any team to referee/officiate will result in a fine of ten dollars ($10.00) to any team guilty of the offense. The fine must be paid by the first night of the following week after the offense is committed. New teams will be exempted for the first two weeks of the season. Only certified officials will be allowed to officiate the games.
  6. Minimum of twelve (12) teams will play a series whereby the team to win eleven (11) games wins the series. In the event a team wins eleven (11) games straight without the opposing team winning any games (this is called a skunk), the losing team will contribute ten dollars ($10.00) to the league coffers. The contribution must be satisfied before the team plays its next game. Contribution for a skunk game played during the championship will be twenty dollars ($20.00).
  7. Team entrance fee to the league is three hundred and fifty dollars ($350.00) and must be paid three weeks before the league season begins. Teams will not be allowed to play if players' membership fees of twenty dollars ($20.00) and league entrance fee are not submitted by the deadline. When the rosters have been finalized, it will indicate the financial status of each player and team. The league will notify teams of the deadline for payments so as to allow for preparation of the schedule.
  8. Abuse of referees/officials will not be tolerated and can result in a player receiving a verbal warning in the first instance, being fined or suspended in other instances. Abuse can be verbal, mental, or physical. In the case of the suspension; a player will be suspended for not less than two (2) games or fined if the incident occurs a second time. Repeated offenses of this nature will result in the player being suspended for the remainder of the season. Fines may be a minimum of twenty-five dollars ($25.00) but may not exceed a maximum of fifty dollars ($50.00). Physical contact with the referee/official will result in an automatic suspension for a player. Abuses for this article are defined as:
    1. Verbal: The use of words to attack, control or inflict ill will towards the referee.
    2. Mental: The use of body language to psychologically attack the referee. Taunting is considered a form of mental abuse.
    3. Physical: Any form of intentional body contact with the referee.
  9. Any protest must be made immediately after the incident in writing within forty-eight hours (48) to the league commissioner with a payment of ten dollars ($10.00). All disputes must be resolved if not immediately within two (2) days. In the event the applicant wins the case, he will be refunded the ten dollars ($10.00) payment initially made. The league will install a commission for the purpose of dealing with all matters relating to discipline. The Vice-President and commissioner will make every effort to resolve all disputes before referring matters to the Commission. Whenever a dispute is being discussed by this body, commission members whose team is involved in the dispute will not be included in the resolution process. This commission will be selected and chaired by the league commissioner. When a resolution is not arrived at by the commission, then the decission of the Vice-President and Commissioner stands.
  10. The use of profanity and misbehaving is prohibited. Verbal warning will be issued in the first instance. Should this behavior persist, the player will be fined or suspended in accordance with the rules under Section 7 (see abuse above). Whenever this infraction is repeated intentionally, it must be met with severe reprimand (e.g. automatic suspension) which the length will depend on the severity of the infraction and will be determined by the league’s executives that are present. This infraction covers not only the area of the domino circle but the entire area where the games are being played. Words used in a derogative manner/fashion would be considered profanity and as a result will not be tolerated.
  11. Dominos must not be slammed or played hard in a manner to disrupt the game. The exception to the rule is when the player plays his last domino. However, the game must not be disrupted. Dominos must be played in the box provided.
  12. The referee's decision is final. Whenever a game is played and the Referees cannot resolve any dispute during the game, the Commissioner or Vice-President will make the final decision. Whenever an error is made by the referee that cannot be resolved during the game, the entire game must be played over.
  13. The playoffs will consist of the top three teams from each division after regular league play is concluded. In the event of a tie, the teams involved will have a playoff similar to the regular game of play, best of twenty-one (21) games. If a team beat a team more times than the other during the regular season games then the team with the most wins advances.
  14. Semi playoffs will consist of the best of five complete sets. The finals will consist of the best of seven complete sets.
  15. Most valuable player awards will be awarded for the regular season and the championship playoff games. It will be determined by the player winning the most games. Awards will also be given to a sponsor most supportive of the league and to a referee/official who officiates most of the games.

N.B. The vice-president will act in the absence of the commissioner when necessary and vice versa.
